Article 14 of the National Security Law states: "April 15 of each year is National Security Education Day for all citizens." An ancient saying goes: "One is born in worry and dies in comfort." History has repeatedly proven that a prosperous era does not mean eternal peace. The world today is undergoing significant changes and adjustments; although peaceful development remains the theme of the times, various foreseeable and unforeseeable security risks and challenges are rarely encountered. National security is not only related to the rise and fall of the country but also to the vital interests of every citizen. Maintaining national security can protect both national interests and individual interests, while once national security is compromised, we may pay a huge price. Establishing a National Security Education Day in the National Security Law helps all citizens recognize the national security situation, enhance crisis awareness, establish a national security concept, earnestly implement the National Security Law and related laws, actively support and cooperate with national security agencies in fulfilling their responsibilities, and make due contributions to maintaining national security.

1. When was the National Security Law passed and when did it take effect?
The new National Security Law was passed by the 15th meeting of the Standing Committee of the 12th National People's Congress on July 1, 2017. It clearly defines national security tasks in 11 areas, including political security, territorial security, military security, cultural security, and technological security, and has been implemented since its promulgation.
2. What are the obligations of citizens in maintaining national security?
Article 77 of the National Security Law states: Citizens and organizations shall fulfill the following obligations to maintain national security:
(1) Abide by the relevant provisions of the Constitution, laws, and regulations regarding national security;
(2) Timely report clues about activities that endanger national security;
(3) Provide truthful evidence regarding activities that endanger national security that they are aware of;
(4) Provide convenient conditions or other assistance for national security work;
(5) Provide support and assistance to national security agencies, public security agencies, and relevant military agencies;
(6) Keep national secrets confidential;
(7) Other obligations as stipulated by laws and regulations.
No individual or organization may engage in activities that endanger national security or provide any funding or assistance to individuals or organizations that endanger national security.
3. What rights do citizens have in maintaining national security?
(1) The actions of citizens and organizations to support and assist national security work are protected by law. If their personal safety or that of their close relatives is threatened due to supporting or assisting national security work, they may request protection from public security agencies or national security agencies. Public security agencies and national security agencies shall take protective measures in accordance with the law in conjunction with relevant departments.
(2) Citizens and organizations that suffer property losses due to supporting or assisting national security work shall be compensated according to relevant national regulations; if personal injury or death occurs, they shall receive preferential treatment according to relevant national regulations.
(3) Citizens and organizations have the right to criticize and make suggestions to state organs regarding national security work, and to file complaints, accusations, and reports against illegal and negligent acts of state organs and their staff in national security work.
4. In daily work and life, what activities that endanger national security should citizens be vigilant about?
(1) Some suspicious individuals conduct investigations internally without approval, collecting information on technology, economy, enterprises, etc. If such situations are discovered, do not provide information casually and report to local public security agencies or national security agencies.
(2) Be alert to the incitement and rumors from foreign radio, television, and online media.
(3) Some foreign organizations and individuals frequently appear around our military and confidential units, taking the opportunity to steal secret intelligence and information. If suspicious individuals are encountered, report immediately.
(4) Some organizations and individuals with foreign backgrounds incite opposition to the government by exploiting public dissatisfaction. Such situations should be reported immediately.
5. What measures should we take if we discover that national secrets have been leaked or may be leaked?
(1) If you find documents, materials, or other items that belong to national secrets, you should promptly submit them to the relevant agencies, units, or confidentiality departments.
(2) If you discover someone buying or selling documents, materials, or other items that belong to national secrets, you should promptly report it to the confidentiality department or national security agency or public security agency for handling.
(3) If you discover someone stealing or robbing documents, materials, or other items that belong to national secrets, you have the right to stop them and should report immediately.
(4) If you discover clues that national secrets have been leaked or may be leaked, you should promptly report them to the national security agency.
6. When did the Anti-Terrorism Law take effect?
The Anti-Terrorism Law was passed by the 18th meeting of the Standing Committee of the 12th National People's Congress on December 27, 2017, and came into effect on January 1, 2018.
7. What are the obligations and rights of citizens in anti-terrorism?
(1) Any unit or individual has the obligation to assist and cooperate with relevant departments in carrying out anti-terrorism work. If they discover suspected terrorist activities or suspected terrorist individuals, they should promptly report to public security agencies or relevant departments.
(2) Units and individuals who make outstanding contributions to reporting terrorist activities or assisting in preventing and stopping terrorist activities, as well as those who make other outstanding contributions in anti-terrorism work, shall be recognized and rewarded according to relevant national regulations.

The Anti-Spy Law was passed by the 18th meeting of the Standing Committee of the 12th National People's Congress on December 27, 2017, and came into effect on January 1, 2018.
9. What are the obligations and rights of citizens in anti-espionage work?
(1) Citizens and organizations shall provide convenience or other assistance for anti-espionage work. If their personal safety or that of their close relatives is threatened due to assisting anti-espionage work, they may request protection from national security agencies. National security agencies shall take protective measures in accordance with the law in conjunction with relevant departments.
(2) Citizens and organizations that discover espionage activities shall promptly report to national security agencies; if they report to public security agencies or other state organs or organizations, the relevant state organs or organizations shall immediately transfer the case to national security agencies for handling.
(3) When national security agencies investigate and understand espionage activities and collect relevant evidence, relevant organizations and individuals shall provide truthful information and may not refuse.
(4) Any citizen and organization shall keep confidential the national secrets related to counter-espionage work that they are aware of.
(5) No individual or organization may illegally possess documents, materials, and other items that belong to national secrets.
(6) No individual or organization may illegally possess or use espionage equipment needed for espionage activities.
(7) No individual or organization may suppress or retaliate against individuals and organizations that assist national security agencies or report and accuse according to the law.
